In Raleigh, NC, currently not collectible status can help if you truly cannot pay right now, but it does not erase the balance. The IRS may temporarily delay collection, yet interest and penalties can still grow and the account can be reviewed again later. The practical question is not whether you want CNC, but whether your records prove limited ability to pay under the IRS collection process.

Under Topic 201 and IRM 5.16.1, CNC is a temporary collection decision. It tells the IRS that, for now, the account should not be collected because payment would create hardship or is otherwise not workable at the moment. That is different from cancellation, compromise, or full payment.
CNC does not eliminate the liability. The balance remains due, and the IRS can review your finances later if your condition improves. Interest and penalties may continue to accrue while collection is delayed. That is why CNC should be viewed as a pause, not a wipeout.
Compare the main procedures before you choose one
If you can pay in full, that is still the cleanest way to stop collection and clear any lien-related problem. If you cannot pay in full but can make monthly payments, an installment agreement may be the better fit. If you meet the program requirements and can support a reduced settlement, an offer in compromise may be worth exploring. If you cannot pay at all without hardship, CNC may be appropriate.
These options solve different problems. A payment plan spreads the debt out. An offer in compromise seeks to resolve the liability for an agreed reduced amount. CNC simply delays collection when the IRS concludes there is no current ability to pay. The records you gather should match the path you are asking the IRS to consider.
Build the case from proof of ability to pay
The IRS may ask for Form 433-F, Form 433-A, or Form 433-B, along with supporting proof of your financial condition. In practice, the strongest file shows income, expenses, assets, and any recent changes that explain why payment is not possible now. Bank statements, pay stubs, rent or mortgage records, utility bills, medical expenses, and proof of fixed obligations can all matter.
A hypothetical example: if a Raleigh taxpayer’s hours were cut and monthly expenses now absorb nearly all net income, the key issue is not simply that money feels tight. The issue is whether the documents show no realistic room to pay after ordinary living costs. If the records show some ability to pay, the IRS may steer the case toward another collection option instead of CNC.
IRM 5.16.1 also matters procedurally because the IRS reviews the case history and may need managerial approval before closing an account as CNC in many situations. If a wage levy is already in place and the case is being closed under hardship rules, the IRS should take steps to release that levy promptly and document the action in the case history.
Raleigh practical next step
If you received an IRS balance-due notice, gather the notice itself, recent income records, current expense proof, and any collection notices showing enforcement activity. Then compare which outcome best fits your facts: full payment, installment agreement, offer in compromise, or CNC. That comparison is often more useful than asking only for hardship status.
If you are in Wake County and need a public-records check on any filed federal tax lien, remember that the county records the document; it does not decide IRS relief. A lien filing is also not the same as a levy. CNN status does not remove a Notice of Federal Tax Lien, and a withdrawn or released lien does not by itself erase the unpaid tax. For a case review or IRS notice conference, bring the documents that show your real ability to pay now and any change since the notice was issued.
Questions about Currently Not Collectible does not erase the balance
Does CNC stop IRS collection permanently?
No. CNC is temporary. The IRS can review the account again later, and the balance still exists with interest and penalties generally continuing to accrue.
What documents are most important for a CNC request?
The most useful records are current income proof, bank statements, living-expense records, asset information, and a completed collection information statement when requested.
How is CNC different from a lien release or withdrawal?
CNC addresses current collectibility. A lien release, withdrawal, discharge, or satisfaction deals with the lien or property issue, but none of those automatically erase the debt.
