In Dallas, TX, a Currently Not Collectible request is about documenting ability to pay now, not wiping out the tax debt. Under IRS Topic 201 and IRM 5.16.1, CNC can temporarily delay collection if your records show you cannot pay without financial hardship. The balance remains, interest and penalties can continue, and the IRS may review your situation again later.

Start with the notice and the collection timeline

The first decision point is the IRS notice that started collection. Topic 201 explains that the collection process begins with a bill demanding payment in full, and the IRS may continue collection until the account is satisfied or the IRS can no longer legally collect it. If you cannot full pay, CNC is one possible response, but it is not the same thing as settlement or forgiveness.

A useful timeline is simple: notice received, response deadline checked, financial records gathered, and then a decision on whether the facts support temporary delay. If a wage levy is already in place, IRM 5.16.1 says the IRS should release a salary or wage levy when it agrees the account is currently not collectible due to hardship. That is a separate action from whether the underlying debt remains owed.

Document ability to pay with records, not assumptions

The IRS may ask for a Collection Information Statement such as Form 433-F, 433-A, or 433-B, plus proof of financial status. That usually means recent pay stubs, bank statements, rent or mortgage records, utility bills, transportation costs, insurance, medical costs, and any documents showing fixed obligations or depleted assets. The point is to show what money is actually available after basic living expenses and required payments.

Be careful about incomplete records. If you only provide a snapshot, the IRS may not be able to tell whether the problem is temporary or ongoing. A better file shows a clear month-by-month pattern: what came in, what had to be paid, and why no reasonable surplus existed. If there are assets, explain whether they can realistically be converted to cash without creating a worse hardship.

Know what CNC changes and what it does not

CNC can pause some collection activity, but it does not erase the balance. Topic 201 states that the debt continues to accrue penalties and interest until paid in full. The IRS may also file a Notice of Federal Tax Lien while collection is suspended. That lien is a public-record claim against property; it is not the same thing as a levy, which is a seizure action, and neither one means the tax was forgiven.

It is also important to separate related outcomes. Withdrawal of an NFTL, release of a tax lien, discharge of specific property, and satisfaction of the debt are different results with different effects. A lien release normally follows payment in full or the end of the IRS's ability to collect. A withdrawal may occur in limited situations under IRS rules, but withdrawal does not itself erase the unpaid debt.

Use a practical next step before asking for CNC

Before you call the IRS or respond to a notice, organize the case as if an examiner will need to understand it quickly. Put together a short chronology, recent income records, monthly expense records, and a list of assets and debts. If your circumstances have changed, include the event that caused the drop in ability to pay, such as reduced work hours, a medical issue, or a temporary loss of income. Keep the explanation factual and concise.

If you are already in collection and need a decision on whether CNC is realistic, a case review can help identify whether the better move is CNC, an installment agreement, or another collection option. A hypothetical example: if a taxpayer has steady wages but a temporary, documented medical expense spike, the question is whether the numbers show no disposable income right now, not whether the debt feels unfair. That distinction is what IRM 5.16.1 is built to test.

Questions about Currently Not Collectible does not erase the balance

Does CNC mean the IRS stopped collecting forever?

No. CNC is generally temporary. It can delay collection while the IRS sees whether your financial condition improves, but the debt remains and can still accrue interest and penalties.

Can the IRS still file a lien if my account is CNC?

Yes, it can. Topic 201 says the IRS may still file a Notice of Federal Tax Lien while collection is suspended, so CNC does not automatically remove public-record filing risk.

What records matter most for a CNC request in Dallas?

The most useful records are those that show current ability to pay: recent income proof, bank statements, monthly living expenses, asset information, and any documents explaining why paying now would create hardship.
