In Pacoima, the biggest mistake in a Currently Not Collectible request is treating it like debt forgiveness. Under IRS Topic 201 and IRM 5.16.1, CNC is a temporary collection status based on your present ability to pay. The IRS may pause certain collection activity when your records show hardship, but the balance still exists, interest and penalties can continue, and the account can be reviewed again later.

That means the real question is not whether you owe the tax. It is whether your current income, assets, and expenses leave any realistic ability to pay now. If the answer is no, the IRS may consider CNC. If the answer is unclear, the IRS may ask for a Collection Information Statement such as Form 433-F, 433-A, or 433-B, along with proof of your financial condition. The stronger your records, the easier it is to show that the request rests on facts instead of a general hardship statement.

The most useful records usually show where cash is coming from, where it is going, and whether there is any equity that could be used to pay the debt. That can include recent pay stubs, bank statements, rent or mortgage records, utility bills, insurance payments, vehicle loan information, medical costs, and proof of other required monthly expenses. If your situation changed recently, such as losing work, taking a lower-paying job, or covering new necessary costs, the IRS will want to see the change reflected in current documents, not just hear about it verbally.

It also helps to distinguish CNC from other collection outcomes. A levy release, lien filing, lien withdrawal, or payment plan are separate issues. IRC 6343(e) and IRM 5.16.1 note that a wage levy can be released when the IRS agrees the account is currently not collectible due to hardship, but that is not the same as wiping out the debt. Likewise, the IRS may still file or keep a Notice of Federal Tax Lien even when collection is suspended. A lien notice is a public claim to property; it does not mean the balance has disappeared, and it should not be confused with full payment or a legal discharge of liability.

If you are trying to decide what to send first, start with the notice you received and build a short package around present ability to pay. That approach is usually more effective than sending every financial record you have. A focused submission should explain your monthly income, necessary expenses, and any assets that are unavailable for collection. If you have a levy on wages or a bank account, note that fact clearly so the IRS can match the CNC request to the collection action already in place. If the account later improves, the IRS can recheck your situation.

For a hypothetical example, imagine a taxpayer in Pacoima who recently lost overtime and is now using most of each paycheck for rent, transportation, and required medical costs. If the documents match that story and show no practical surplus, CNC may be considered. If the records show unused cash flow or available assets, the IRS may decide another collection option fits better. The point is not to prove permanent inability to pay; it is to document the present financial picture accurately.

What CNC does and does not change

CNC is a temporary collection status, not a cancellation of tax debt. The IRS may delay collection when the records show hardship, but the liability remains on the books and can be revisited later.

Because the debt survives, do not assume CNC fixes credit, eliminates a lien, or protects you from every future collection step. It is a pause based on finances, not a settlement.

Records that matter most for ability to pay

The strongest file shows current income, required living costs, and liquid resources. Recent pay statements, bank records, bills, and proof of unusual necessary expenses help the IRS see the real monthly picture.

If a change in work or household expense caused the hardship, show the timing. The issue is present ability to pay, so old documents without a current snapshot are often not enough.

How CNC relates to liens and levies

A levy takes property or income to satisfy a tax debt. A Notice of Federal Tax Lien is a public claim against property. They are different collection tools, and CNC does not automatically erase either one.

IRM 5.16.1 explains that a wage levy may be released when the IRS agrees the account is currently not collectible due to hardship, but the underlying balance still exists until it is paid or otherwise resolved.

Practical next step before you call the IRS

Gather the most recent notice, the last 2 to 3 months of income records, and proof of unavoidable expenses. Then compare those figures to what you can realistically pay now, not what you hope to pay later.

If the issue is still unclear after organizing the papers, a short case review can help you decide whether CNC, another collection option, or a different procedural response fits the account best.

Questions about Currently Not Collectible does not erase the balance

Does Currently Not Collectible erase the tax balance?

No. CNC temporarily delays collection when the IRS believes you cannot pay now, but the debt remains and can still accrue penalties and interest.

What records does the IRS usually want for CNC?

The IRS may ask for a Collection Information Statement and proof of income, assets, and monthly expenses, such as pay stubs, bank statements, rent, utilities, and loan or medical bills.

Can the IRS still file a lien if my account is CNC?

Yes, in some situations. CNC can pause certain collection actions, but Topic 201 says the IRS may still file a Notice of Federal Tax Lien while the account is suspended.
