In Boca Raton, the most consequential mistake in an IRS household financial analysis is assuming an unemployed spouse’s income is either automatically counted in full or automatically ignored. Under IRM 5.15.1, the IRS looks at the household as a whole to allocate shared bills, then separates out what the taxpayer actually owes and what a non-liable spouse pays. The result depends on records, not assumptions.

The mistake that changes the whole analysis

When one spouse is unemployed, many taxpayers focus only on the missing paycheck and overlook how rent, utilities, food, insurance, and transportation are actually paid. That is the point the IRS examines first. IRM 5.15.1 says shared household expenses must be reviewed together with other income coming into the home so the IRS can determine the taxpayer’s allowable portion.

For a Florida household, the non-liable spouse’s income is generally not treated as the taxpayer’s own payment ability. But it can still matter when the IRS allocates shared expenses. The practical question is not whether the other spouse has income; it is how much of each shared bill the taxpayer is really responsible for after the household picture is assembled.

What records matter most

The strongest file is built from the last several months of documents that show both income and bills. That usually includes pay records, unemployment benefits statements, bank statements, rent or mortgage statements, utility bills, insurance premiums, vehicle costs, and any written proof showing who pays which expenses. If the numbers changed recently, update the Collection Information Statement so it reflects current reality; IRM 5.15.1 says the information should be no older than six months, and older information may need to be refreshed.

Do not rely on a bare statement that one spouse is unemployed. The IRS may ask for the spouse’s income information to measure the household share, even if that spouse is not personally liable for the tax. If a bill is truly one person’s responsibility, separate proof helps. If it is shared, be ready to show the split and the payment source.

How the IRS usually separates shared bills

IRM 5.15.1 explains that the IRS may review the non-liable person’s income and assets only to determine the taxpayer’s portion of household income and expenses. In a mixed-income household, that means the IRS may allocate shared expenses by proportion, while still excluding the non-liable spouse’s income from the taxpayer’s own payment calculation in most cases.

A simple hypothetical example: if one spouse is working and the other is unemployed, the IRS may examine the household’s total income and then determine the taxpayer’s share of the rent, utilities, and groceries. It will not automatically allow the taxpayer to claim every household bill in full, and it will not automatically add the unemployed spouse’s separate discretionary spending to the taxpayer’s allowed expenses. The key is whether the expense is necessary, shared, and supported by records.

Why Boca Raton taxpayers should prepare before the call

If your account is being reviewed, the IRS may ask for a Collection Information Statement such as Form 433-F, 433-A, or 433-B, plus proof of income and expenses. Topic no. 201 says the IRS can temporarily delay collection as currently not collectible if it determines you cannot pay, but that does not erase the debt, and penalties and interest can continue. A notice conference or case review is the right moment to correct the household numbers before a collection decision is made.

Because Boca Raton is in Palm Beach County, you may also need quick access to local records such as lease paperwork or account histories. County clerks record documents, but they do not decide federal collection relief. If you need the IRS office locator or taxpayer assistance resources, use the official IRS and Taxpayer Advocate Service contacts. The next step is to assemble the household records, identify which bills are shared, and then review whether the IRS is treating the non-liable spouse’s income and expenses correctly under IRM 5.15.1.

Questions about An unemployed spouse and shared household bills

Does an unemployed spouse mean the IRS ignores household income?

No. The IRS may review the household’s combined picture to allocate shared expenses, even when the spouse is not liable for the tax. The spouse’s income is usually not counted as the taxpayer’s own payment ability, but it can affect how shared bills are split.

What if our bills are paid from one joint account?

A joint account does not decide the issue by itself. The IRS still looks at who earns the income, who is liable for the tax, and how the shared household expenses are actually divided. Bank statements and bill records help show the real pattern.

Can the IRS make me prove my spouse’s income if my spouse is not on the tax debt?

It can request enough information to determine your portion of the household expenses. That is different from treating the spouse as personally liable. The purpose is allocation, not automatic collection from the non-liable spouse.
