If you are in Albany, NY and received an IRS passport certification notice, the first step is to confirm what the IRS actually certified and whether your account still meets the seriously delinquent debt rules. Passport certification is separate from other collection actions. Under IRM 5.19.25, certification can trigger notice to the Department of State, but the IRS does not issue or deny passports. Your practical next move is to review the notice, your account transcript, and any installment agreement or hardship status that may keep the debt out of certification.

Start with the notice and the account history

The most important document is the IRS notice itself, usually CP 508C if the account was certified. That notice should show the certified modules and the balances reflected at the time of certification. Because the IRS can later send a reversal notice, CP 508R, you need to compare the notice history with the current account transcript before assuming the certification is still active.

Look for the TC 971 AC 641 entry that identifies certification and, if present, the TC 972 AC 641 that reverses it. Those codes matter because decertification is systemic and tied to the last certified module being reversed. In practical terms, the account history tells you whether the issue is a live certification, a reversed certification, or a new certification generated after later changes on the account.

Check for exclusions before you treat the debt as certifying debt

Not every unpaid federal tax balance can be used for passport certification. IRM 5.19.25 explains that debt being paid timely under an installment agreement is excluded from certification, and certain currently not collectible hardship accounts are also excluded. That means the key question is not simply whether money is owed, but whether the debt falls into a statutory or discretionary exclusion.

This is where a record review matters. A taxpayer should gather the installment agreement confirmation, proof of current payments, any IRS letter showing currently not collectible status, and the latest balance by module. If the account was certified before a new liability posted, the IRS may recalculate the aggregate balance and issue another CP 508C. That can change the picture, so the current transcript is more reliable than memory alone.

Understand what decertification can and cannot do

Decertification reverses the IRS certification and sends notice to the Department of State, but it does not erase the tax debt. A reversed certification is not the same as a release of lien, withdrawal of a notice of federal tax lien, discharge of specific property, or satisfaction of the underlying liability. Those are distinct federal collection outcomes and should not be confused with passport relief.

The Department of State has sole authority over whether to deny, revoke, or limit a passport. In limited situations, it may issue a passport for emergency or humanitarian reasons even when the IRS certification remains in place, but that does not change the taxpayer’s certified status. So the practical issue is usually whether the IRS account now qualifies for reversal, not whether the passport process itself can be forced through the IRS.

Build a clean request file and choose the right next step

A useful case file usually includes the CP 508C or CP 508R, the most recent account transcript, proof of payments, installment agreement records, and any notice showing hardship or current noncollectible status. If you believe the certification is wrong, missing, or based on an excluded debt, those records give the IRS a way to review the account without guessing.

For an Albany taxpayer, the best next step is a focused case review or an IRS notice conference that addresses the certified modules one by one. If you need local public-record context, Albany County records can help confirm filed liens, but county clerks do not decide federal passport certification. If your situation involves a possible hardship exclusion or a disputed balance, a careful transcript review under IRM 5.19.25 is the right starting point.

Questions about Passport certification and unresolved seriously delinquent debt

Does passport certification mean my passport is automatically taken away?

Not automatically. The IRS certifies the tax debt and notifies the Department of State. The Department of State has the sole authority to deny, revoke, or limit a passport, and it may act without further advance notice. Certification and revocation are related but not the same action.

If I set up a payment plan, does that always remove the certification?

No. Only a timely-paying installment agreement is excluded under the passport certification rules. If the agreement is not in good standing or the account still does not qualify for an exclusion, certification may remain or return after a recalculation.

Will paying part of the balance immediately clear the passport problem?

Not necessarily. A partial payment can reduce the balance, but decertification depends on whether the account no longer meets the seriously delinquent debt rules or fits an exclusion. The IRS must reverse the certification and notify the Department of State before the status changes on the federal side.
